Addressing Housing Standards: The Situation in Bolton
Cardwells Estate Agents highlights concerning findings from the Government’s English Housing Survey, revealing that one in six homes in Bolton fall short of decent standards. These figures, totaling 17% of all occupied homes in the area, underscore the urgency of addressing housing conditions to ensure residents’ safety and well-being. According to Department for Levelling Up, Housing and Communities data, 24% of privately rented homes and 11% of social homes in Bolton were classified as non-decent. While the Decent Homes Standard primarily applies to the social sector, Bolton Council is unable to enforce private landlords to meet these standards. However, they are legally obligated to address category 1 hazards and have discretionary power to tackle category 2 hazards. Bolton Council has taken proactive measures to improve housing conditions, inspecting 384 properties and issuing 337 notices for necessary improvements over the past two years. Formal action has been taken on landlords of 73 properties, emphasising the council’s commitment to ensuring safe living environments for residents.

Across England, the proportion of privately rented homes in poor condition was double that of social housing, with 23% compared to 11%. These findings underscore the need for comprehensive reforms to ensure all residents have access to safe and decent housing. The Renters Reform Bill, currently progressing through Parliament, aims to create a fairer private rented sector, prioritising the well-being of tenants and landlords alike. Addressing housing standards is essential for promoting public health and well-being. Non-decent homes pose significant risks, including respiratory issues and injuries.
