The Ministry of Housing, Communities and Local Government has launched a 12-week consultation on a series of proposals designed to make buying and selling homes in the UK faster, more transparent, and less stressful.
What’s Being Proposed
The government’s proposals aim to tackle some of the key frustrations faced by buyers and sellers, including delays, uncertainty, and a lack of upfront information. Among the suggestions being considered are:
- Requiring more upfront property information — including details on condition, leasehold costs, and chain position before a property is listed.
- Professionalising estate agency — introducing clearer standards, training requirements, and accountability across the industry.
- Introducing digital property logbooks or packs — designed to store and share essential property data securely, cutting down duplication and admin delays.
- Exploring binding conditional contracts — to help reduce the number of sales that fall through before completion.
- A wider goal — to make the whole transaction process faster, more reliable, and more transparent for everyone involved.

These changes could bring much-needed clarity, more speed, and overdue efficiency, which can only help improve the process for buyers, sellers, agents, and solicitors alike. This consultation is an important first step toward improving and modernising the property transaction process.
I do need to voice a little caution, as the idea of a pre-marketing property condition report was one of the initial foundations of the now-abolished Home Information Packs. One challenge then was that mortgage lenders were often reluctant to rely on reports not provided by their own surveyors. That could still mean buyers paying for a second survey, even if one has already been completed at the marketing stage.
This aspect will need careful consideration and industry-wide standards, which may be easier said than achieved.
Some of the other measures mentioned, such as providing key information upfront, are things we’ve been practising for years.
